ARCS for GIS with ArcGIS 10 on Windows 7 and Windows Vista

This note deals with problems setting up the ARCS for GIS toolbar commands on ArcGIS 10 on some versions of Windows 7 and Windows Vista. It is only necessary to use these instructions if the ARCS for GIS commands do not appear in the complete list of commands when creating the ARCS for GIS toolbar.
Some users may experience a problem setting up ARCS for GIS with ArcGIS 10 on Windows 7 and Windows Vista. This has to do with Operating System settings related to User Access Controls. On some machines running these operating systems the ARCS for GIS Tools commands don’t appear in the list of commands after opening the ARCS for GIS DLL as listed in the support note dated 15th February 2011. A message is displayed saying that the commands have been added but none are visible to drag onto the ARCS for GIS toolbar to complete the installation.

If this happens, there are two ways to resolve the problem. Either run the installations ‘as administrator’ or turn off User Access Controls, complete the installation and then turn back on User Access Controls. These two approaches are described below:

Option 1: Install ‘as administrator’

Shut down ArcGIS
Remove ArcGIS
Install ArcGIS by running the ArcGIS setup as administrator by right-clicking on the application and selecting ‘run as administrator’
Remove ARCS for GIS
Install ARCS for GIS setup as administrator by browsing to the ‘autorun’ application on the CD or CD image and right-clicking and selecting ‘run as administrator’
Cilck the start menu->all programs->ArcGIS and right-click on ArcMap 10 and select ‘run as administrator’
Follow the instructions in the support note dated 15th February 2011.

Option 2: Avoid reinstallation by turning off User Access Controls

Shut down ArcGIS and turn off the User Access Controls in the Control Panel under User Accounts.
Once turned off the machine has to be restarted.
On restarting ArcGIS the instructions posted on 15th February 2011 will work and the commands can be dragged onto the ARCS for GIS toolbar.
Once done, turn on the User Access Controls once again and restart the machine.
